ACTION ALERT: OPPOSE AB 1952

Assembly Bill 1952 (AB 1952), introduced by Assembly member Berman, proposes to create a pathway for internationally trained dentists to become licensed as dental hygienists under the Dental Hygiene Board of California.

CDHA strongly opposes this bill,

and we need your voice.


As the Legislature approaches a critical deadline week, important decisions are being made that directly impact the future of dental hygiene in California.

Here's where things stand:

  • AB 1952 has passed the Assembly Business and Professions Committee.
  • During the hearing, Assemblymember Marc Berman acknowledged CDHA's concerns and committed to continued discussions.
  • The bill now moves to the Assembly Appropriations Committee, where it will be evaluated for its financial impact to the state.

This is a critical stage-the Appropriations Committee can choose to advance the bill or hold it, effectively stopping it this year.

The California Dental Hygienists' Association (CDHA) successfully hosted its 2025 House of Delegates (HOD) from November 14-16, 2025, at the Renaissance Newport Beach Hotel in beautiful Newport Beach, California.

The event brought together the Executive Committee, Board of Trustees, Delegates, and Student Delegates for a productive weekend of discussion, collaboration, and decision-making. Over three days, delegates reviewed proposed bylaws (PBYs) and policy resolutions (PRs), heard from nominated candidates, and voted on important matters shaping CDHA's future direction.

The HOD serves as the association's annual legislative and policy-making session, empowering members to engage in the governance process, elect officers, and influence CDHA's priorities for the coming year. Attendees also enjoyed opportunities to connect with colleagues, share ideas, and celebrate the collective achievements of California's dental hygienists.
